Can the bulbs be changed? If so, is it a standard size socket?

It's many LEDs permanently installed. There is no "bulb" to change.

How do I order one light?

I think you have to order at least a pair.

One of my torch lights that i bought may 17, 2019 no longer works. is there somewhere i can send it to get it fixed or replaced?

Make sure you clean the top with soap and water. Pollen can build up quickly. I haven’t found any way to have them serviced.
