IS the zipper metal or plastic?

The top actually ties. Inside there is a pocket that zips and it is a metal zipper. I bought the XL bag so that I could carry all of our stuff, (2 sets of snorkel gear, towels, and sunscreen and lotion. We have not gone on the trip yet, but this bag holds a lot of stuff, and its perfect for holding everything for excursions. It's 30" long. Like a backpack almost. (2) water battle holders, and a lot a room. Great bag.

Side zipper access is to independent pocket, not main compartment.

will this qualify for airline hand carry?

Depends on how much you put in it. It could possibly qualify as your carry on if you didn't stuff it. It wouldn't fit under the seat.

Does the snorkerl bag have a dry compartment for keep personal items?

There is a large interior pocket that runs full back length of the bag, it is roomy enough to keep your items.
