can this be adjusted to non-standard distances between holes? I need three holes the furthest apart holes 9" apart.

It is adjustable, but not infinitely so. There are setup holes for 8.1/2" spacing, and the next widest it 240mm, which is equal to 9.44". You can get a 9" spacing by using the 8.1/2 hole on one side and the 240mm hole on the other, but the center hole won't be quite in the center then. You could also take a file to the setting plate to widen out the existing holes to create a 9" setting. Fairly easy if you're handy with tools.

Would this be able to punch through a magazine? I have many magazines that I would like to organize into three ring binders.

Will this work to punch holes for a Franklin Covey Classic binder?

I don't know what the binder you ask about looks like. This hole punch has individual punches for one to four holes that are adjustable within any of 16 prescribed locations.
