If I buy the starter decks, do I still need a second core set to play with four people?

No. I played it 4 with 1 core set and 2 full cycles and even that was fine. The reason for a second core set is player cards only, and they were made specifically to allow for something like that. You'll just be limited to the premade decks - but they are perfectly fine.

This pack seems very different from the other scenario packs. The package is tiny, and wasn't taped. The cards have a rough edge. Is this genuine?

FWIW, my copy is also smaller thank the other scenario packs. This scenario was print-on-demand by Fantasy Flight in-house, which is likely why its smaller. It’s the same size as my Curse of the Rougarou pack, which was also print-on-demand.

For these investigator packs, is it better to keep player cards with this investigator, or add all the cards to pool for other investigators in class?

That would be up to you, if you plan on using the Starter Deck as presented soon, I would keep it together. Otherwise I'd add the cards to the pool. The deck list is on the insert in each set, so would be simple enough to recreated.

The description indicates these are intended as a cheap starting point for new players -why are they significantly more expensive than the base game?

They should cost about 15 USD per pack but because they haven’t been reprinted yet, some folks are selling them for above the intended base price or MSRP.
