Does this pan need to be seasoned before first use?

No. That's for cast-iron pans. After almost four months I'm still very happy with this pan. I don't put it in the dishwasher, but it's so very easy to clean that I don't mind at all.

Where is the measurement taken to determine size?

I just measured mine. It's l0.5" from rim to rim on top. It curves inward slightly from the rim to the cooking surface, which seems to be l0". The surface that goes on the burner is 8". Google "how are frying pans measured" for an explanation.
