how long does it take to set up and harden?

Depends on the temp & thicknrss. @ 90+ deg it starts setting on about 5 min. Sandible after 2 hours.Fully hard after 24 hours. Make small batches & use multiple coats in deep cracks.

can you leave marine tex as a base layer on the hull (below water line) for fresh water or are you supposed to gel coat over the marine tex?

My boats are whitewater canoes. I do not coat over the marine tex. If I need fiberglass cloth for a larger hole, i put it in the marine tex. I do have other marine epoxy patches and the marine tex has been more durable over the years.

No it is inter for fiberglass repair . Jb weld steel reinforced epoxy might work or Have your tank repaired professionally fuel cells are a safety hazard .
