Great book that easily explains public administration budgeting. It is required reading but the information and exercises are easy to follow.

This is a complete and excellent reference book on Government Budgeting, a useful guide for practioners and students of public finance and administration. The language is lucid and direct, a quality that comes out of practical experience and well researched knowledge. I found the perspectives on contemporary reforms, although centered on OECD experience and developments in economies in transit, very relevant to the needs of developing countries in their pursuit of improved governance. The book is highly recommended for practioners involved in designing and managing public finance reforms.

I purchased this book for a class. It's very good and easily understandable. This is designed for the person that is first begining to learn about budgeting.
