Is the tongue 3/8”? adjustable? trying to calculate my rail length so i need an accurate tongue measurement. is this measurement listed in the specs

The width is adjustable with included shims but not the length. You could use the fence on your router table but that would defeat the function of the bearing.

can I use these to make a meeting rail for the upper sash on an Andersen 200 series tilt/wash window?

This for putting two boards together. Not sure where you would need for a sash.
