Do you make one that can handle a 1/2 inch cable?

Use rope with 13mm diameter (max). Use cable with 12mm diameter (max).

Would 3/16 diameter be ok?

I wouldn't try that for several reasons. But the obvious being that I'd so small a diameter that it's likely to not stay centered on the wheels and instead jump in between the wheels and the frame. In my opinion this works best with 13mm diameter climbing rope. Smooth and fast.

Does it removable for easy installation or replacement?

Yes, it's open on bottom,The cable or rope goes under the the pulleys, easy use.
