Can you change the colors of the RGB sections or are they locked to the multi color?

You can NOT change individual key colors. Only the 4 sections. But your color options for those 4 those four sections on the keyboard as a whole are virtually limitless. A few lighting effects as well like a wave.

Can one add more RAM to this computer?

Yes you can. I added 32gigs of ram to mine.

does it come with a charger

Yes, it comes with a power brick to charge the battery.

What is the wattage(TDP) of the gpu? also does it work with 220 voltage outlet. [model: nitro 17 (2023), ryzen 7735hs, rtx 4070]

The TDP is up to 95W. All Acer laptops include an AC adapter that supports 100v-240v. The only thing you need is an adapter to fit over the plug end of the power cord to fit the outlets you want to use.
