Defective? Base has to slide to the left in order to open and close the latch. but latch and base are screwed in and stationary.

The problem may happen because of the installation. The base need to be slightly adjusted.

How many mm thick is the u-shaped hook that the combination lock fits into? Can a metal cutter cut it?

It’s approximately 3-4mm thick. Any good bolt cutter could chew through it, but it will deter the unprepared thief.
