I can't answer your question, as I never purchased this product.

Q: Is it possible to seal these in a way that they could be shipped containing liquid and not leak?

Yes you can. I use these for my Egyptian Nights perfume on my site and it’s a big hit. I shrink wrap the bottle and put it in a small box and it ships just fine.

Q: Are the bottles 4in excluding the tops, or is it inclusive?

The bottles are 4 inches. With the top on, almost 5. They are dainty but pretty.
