No, it’s not waterproof. This smudges in a cool climate, so not good for hot climates.

Q: is this eyeliner black

No, it is not black. It is a a grayish black and not as dark or dramatic as black. I prefer it for daytime when dark black can be too severe.

Q: Is this godd for a dramatic cat eye? Or should i use mechanical or liquid? I don't think I'd be good at liquid.

Use liquid liner. This pencil is not for that kind of look
