The listing you are referring to has a picture that is not very clear and we cannot see a date? Also, it is not our listing, it belongs to another seller. At Gesundheit-Health we sell the newest expiration dates.

Q: Our gel silver came with no cap or seal. Is it supposed to be sealed in some way?

I dont know Mine came with no cap too

I’m not sure I believe 200 ppm. The prescription brands are usually 55ppm

Q: Has anyone used this on chronic venus insufficiency ulcers? Can this be used with hydrocolloid dressings such as DuoDerm?

I would certainly say this would be worth a try. I would avoid using it with the hydrocolloid dressings though. Seems to me that the area would heal better if allowed to heal without moisture which can cause bacterial and fungal growth. I would say to try the silver gel and allow the area to breathe and maybe even get some sunlight.
