Q: Could these work to keep a toilet without a bidet from slamming shut?

Personally hate slow closing hinges. Should work fine as a buffer though

I would say that they should work on round toilet seats, due to the fact that they are short enough to configure properly. The need for them is to make the seat level with the rim. They should work.

Q: Can it be used with an ordinary seat? Or does it only fit bidet toilet seat?

It's for regular seats But returned mine because it would not stick to the seat

Q: Is the seat slow close?

The bumpers do not affect the closing of the seat. The only thing the bumpers do is to level the seat because installing the bidet raises the back of the seat slightly depending upon the exact style of the seat.
