Beginners toy
These scales are good for small children who like to fill and empty. The balance is good but the arms are low off the base so you can not get much in the way of tilt.

Had this product for a good few months and it’s lasting the test of lots of children playing with it in different ways not just balance x when dropped the top came off but clipped back on easily enough x surprised it’s lasted so long tbh !!
