What are the different heights the footrest has?

In the picture showing the dimensions of the footrest, it labels the height as 3 to 15 inches (in 3 inch increments).

How much weight can it hold?

It is a foot rest, not a step stool. I would not put my whole weight (200 Lbs.) on it. I do put my foot on it to tie my shoes and did set a box of apples on it. I would say it can safely hold 20-25 lbs., but would be leery of anything over 50 lbs. You should check with the manufacturer for specifics. Again, I wanted (and got) a tall foot rest, most were too short for my needs.

I want a footrest that locks into place for the tilt. Does this have that?

It locks, but is not the best lock.
