Can drywall really be installed in a 16 foot ceiling with this lift?

Yes, this lift can be adjusted to 16ft

Trying to figure out why there is a spring in tilt mechanism. It does nothing I expected it would establish tension. Any ideas?

I don't know the answer. I would contact the Winado and ask them. Don't know that you will get an answer. Ours will not lock so it won't stay up unless we use a bungy cord to hold it. Contacted Winado and still have not received an answer and that was last October. Good luck
