Q: Does this converter stop charging automatically when batteries are fully charged?

No. It’s not a charger. It simply steps down DC voltage. I use mine to convert 12Vdc to 5Vdv.

Q: How do you adjust output Voltage?

There is a small brass adjustment screw on top of a blue cube opposite edge of LEDs

Q: Does this start out in the on powered output when power is reset/applied for first time? I need this to be powering my dev after I have a power outage

When input power is applied output power happens at whatever voltage it is set at. Mine has no off switch.

Q: does the LED display the input voltage ,output voltage,or both ?

There are 2 push buttons. Push "IN" to display input voltage and "OUT" to display output voltage.
