I need to fix where my belt is coming apart at the end, will this help?

I'm afraid not. You need a flat surface to use this glue, like shoe bottoms.

Is this cement waterproof?

I am guessing yes since it is used for shoe repair. I used it to glue the bottom of rubber flip-flops which I wear in all weather conditions and it is holding.

What is the drying time,I would need to work with leather on my dashboard . also can it handle high temp?

5 minutes, tacky , stays sticky 15minutes, once dry, high heat should not effect it. Best contact glue. Used by cobblers.

Does this product dry clear?

As a contact cement for leather and fabrics, it will be out of sight between the materials bonded. No it doesn't dry completely clear it dries yellowish to yellowish brown depending on thickness of glue laid down. On porous materials it is one of the best I know for holding power. It is very sticky and dries fast. Best to let it get tacky 5-10 minutes. A dried stream or run is not appealing (similar to dried nasal discharge). Sorry about that description.
