There is no evidence on the package that it is genetically modified. It states very clearly that it is organic whole grain corn. I guess you could contact Bob’s Red Mill and ask them.

Is this a 4 pack or just one? The description refers to 4X.

yeah, I think they messed up in their product description. I got one 24 oz bag. Though they have a related "box of 4" item listed for about the same price. definitely something not quite right there.
