will the etch remain after the glass gets wet?

Yes, the etch will remain after wet, and in fact permanently. It appears to be a reductive process that chemically removes or alters the glass itself. I used it on some pint glasses and they are still dishwasher safe with no loss of etched image.

How long is the ideal time to leave it on a wine glass to get a good etch?

I have etched wine glasses, casserole dishes, and beer mugs. I glop it on over the stencil, leave it for 3 to 5 minutes then rinse it off. I have found that gives the best results.

How many projects can you do with 3 oz.?

I am sorry, but I did not use this for etching projects. I used it on a pair of glasses which used about two tsp to coat about 16 square inches. There are probably about 18 teaspoons in the 3 oz bottle. It does appear that it would go a very long way on projects.
