If you really want silent fans i recommend getting the Antec LED Fan Cooling True Quiet 120 ...
These may be quiet compared to other fans, but they are not silent. Also mine were running at full RPM because i had them plugged into molex and i don't think the MB i tested them on has Fan control.Anyways, Even at their full speed they are rated at 18-19?DB. I doubt that, these are audible at full speed.You can search a video on google where someone actually tested these out and they are around 21DB. and about 68CFM, so not as advertised.If you really want silent fans i recommend getting the Antec LED Fan Cooling True Quiet 120The antec fans really are Silent, i couldn't really hear them, even at their full speed.These lepa fans have good airflow but are not silent at full speed, pretty audible. I am keeping one for the exhaust.The rest i am using the manual 2 speed Antec fans because they are Really silent, no joke. I was surprised.So get these if you have a PWM controller but also want good airflow, they WILL be audible at full speed.Don't get these if you want a really silent PC.., but i guess it all depends on the person.

Great fan.From another website, the stats for this fan is as follows:Air Flow: 81.5 CFMNoise Level: 8.0 - 18.0 dbARPM: 600 - 1600 RPMI have mine mounted in the back of of mid-tower case at the top.The sweet spot for me is running the fan at 1200. This is when the noise level is least audible.At above 1200, the noise level increases about 1dbA (using Smart Tools app on Android)The noise level is greatest when running at full RPM, which I only set to max when the CPU is doing more work.Overall, pretty impressed with the fan. I give it a 4.

LEPA QUITE SERIES: Beat The Heat & Alien Vortex LED Your Room!
Lepa BOL.QUIET PWM Cooling Fan LP-BOL12P-BL Obsidian/Blue Lit up my room like an alien vortex, very impressive LED compared to other products to start. The high static pressure (1.923) with higher CFM (81.45) then most quite fans benefits me in higher Ambient Temperatures of Summer 30C-42C and pressure required with my Noctua DH-15 Air Cooler. A total of 18 DBA, LEPA being much quieter and unheard compared to my 3-pin Corsairs on max RPM (1600; but I've seen 1700-1800+ with my motherboard). I used Y-Splitters for my 3 Fan Headers for MSI Gaming 7, which two on each equals my six LEPA BOL QUIET PWM fans as I can have a max of 1 Amperage on each header, but I prefer to only go halfway.Additionally, my rig specifications for reference:*CPU: i7 4790k*CPU Cooler: Noctua DH-15 + Dual NF-A15 140mm Fans + Thermal Grizzly Conductonaut Thermal Grease*RAM: 16GB Corsair Vengeance PRO DDR3*MOBO: MSI Gaming 7 Motherboard*GPU: ZOTAC GeForce GTX 1080 AMP! It's a good fan overall
It's a good fan overall. I bought this for my H55 All In One cpu cooler. It does pretty good for what I needed. My only issue was the light effect isn't as good as the picture. The PWM was great, and kept my pc super quiet when not fully gaming, which was still quieter than my gpu fans.I benchmarked the temp for this on my H55 cooling my i7-4790K at maximum load. After a full firestrike test, the max temp was 67 degrees C @ 4.4GHz

Good looks, performance, and a VERY competitive price
Admittedly, I was hesitant to buy PWM fans that were so affordable, yet also seemed to have all the features I wanted (they were black, had pwm, and blue LED lighting) but so far I am completely satisfied. I have 6 of these in my gaming desktop/workstation and not only do they look fantastic, but they perform well! At about 1000 rpm (roughly 50% fan speed when in my bios system), there is audible sound, but it is quiet enough to where it shouldn't bother you --- It should be noted that my computer is propped up on a desk under two feet away from me --- As far as performance, they work alright. Do they move as much air as something that you'd pay $25+ per fan? Probably not, but I would say they are above average.If you're looking for a stylish and affordable pwm fan that also happens to work well (I will update if anything fails) then I would say you've found it.The only thing I didn't really care for was the installation, using the rubber screws that are provided. I wish the fans just had rubber sleeves to go on the corners of the fans, but the provided screws do reduce noise, so I can't complain too much =]

Moved air, but others aspects not do great
Lights are not very bright at all. Not sure if they changed something but doesn't look like the lights in other reviewers pictures at all. Made a constant whirring noise that could be heard from about 10 feet away and the screws heads were smaller than the standard holes in case and were barely able to hold on. Left it in for 10 min and immediately went back to the stock case fan.

Slight color variation in LEDs between fans.
I really like these fans, they are a perfect replacement/addition to my case. The only drawback that I noticed is 3 of the 4 fans are slightly different color. They seem to have a little more green in the light than pure blue. But i was able to adjust my other devices that are RGB to match. (R:0 B:256 G:100)

Not built to last.
Bought it, first one started to make noise after a month and couple of days. Thankfully managed to get it replaced for free. Now the replacement after 5ish months has started to make noise when there is no load, it's better with load, but when i want silence i can't get it, because it gets loud if it's too slow....

Resina o pegamento provoca ruido.
Pedí 3 ventiladores y los tres hacen un ruido extraño ni propio del ventilador, en su pagina web de lepa mencionan que se pueden desmontar fácilmente para el fácil manejo de la limpieza, por lo tanto lo desmonte sin temor alguno donde encontré resina o pegamento (muy duro) en el ventilador *adjunto fotos* donde se puede ver que esa resina hace que el ventilador se desbalancee y haga el ruido. Mande un correo al Lepa pero no recibí contestación. No lo recomiendo

Este ventilador es Excelente, en general es muy silencioso sólo hace ruido en las velocidades más altas, es recomendable tenerlo controlado por la motherboard.
