No this treatment is for bacterial infections in fish

Is this safe for scale less fish?

Yes I have used it in a tank with an Oscar and an Eclipse Catfish. The Oscar needed to be treated and it did not harm the catfish.

What is the ratio for making a food out of this for goldfish in a 55 gallon tank?

I add it to my tank, per the directions on the package. I don’t mix it with food. I would go to the API website and ask them.
