will this fit a 17 1/2 inch collar neck size?

Yes it’s adjustable it fits my husband and he’s a 17 1/2!

I am allergic to latex. I did not have a reaction to the cushion. I did have a reaction to the tubing and bulb.

How do you deflate this?

It inflates/deflates like a blood pressure cuff (by turning the valve on the pump)

When do you know when to stop pumping it up?

It’s different for every person.. I pump mine up til I feel it stretch, then I stop when it starts to become uncomfortable… Note!! If you have a large neck, (like I do), this item will be too small for you. It says one size fits all, but maybe it’s “one size fits MOST”. My neck is about 18” around, and the Velcro securing strap barely reaches. Best wishes.
