My wife wears 9.5us what size should I get her a 10 or 9

I would go with a 10. I am typically an 8.5 and ordered the 9, it was a perfect fit. Better to size up than down.

what is the difference between rain boots and snow boots they look the same

Snow boots are insulated and made to be much warmer. Rain boots are just rubber boots primarily made for wet weather. You can put a liner in a Rain boot to make it a little warmer.

What is the calf width? I need 17”

My tall boots are sized 10 with the calf at 11" inches wide. However I do have the mid- calf of the same brand at size 10 & that calf width is 14 inches. It's a loose fit at the calf, but snug on the foot.

I usually have to get a wide calf, are these roomy enough or woud I need a wide shaft?

I have skinny legs and they fit just around my calf maybe I would say 1/4 of an inch there is an opening. I would get a wide shaft because if they are tight on your leg it is gonna be uncomfortable and hard to move around since its made of rubber. Hope this helps!!!
