It is ok for kids to play?

Yes, I would recommend school age children. Not for babies or toddlers. The kids that played with ours mostly hit things with them and waved them in the air. And the foam lights kept on flashing.

Do these foam sicks have a solid light, non-flashing function?

No, these foam sticks have 3 different light up modes, Quick flashing, Slow flashing, and Alternately flashing. But don't have the solid light mode. Wish this answer will help you.
