Can I used for polishing concrete?

This is not as intense as polishing concrete. With a glossy sealer and wax over your stain you should achieve the same or a similar look.

Can this be used on tile flooring?

I wouldn't think so, unless the tile is made of some porous material that the stain can be absorbed into. I can see the stain being used on the grout lines between tile's, but the tiles themselves being able to absorb the stain seems unlikely to me.

can I use this stain to color cement for making my own stones in a mold?

No. Use a concrete color additive to dye concrete when you mix it. You can, however, stain your cast concrete "stones" with this after they have cured.

Can these colors be used outside? Sometimes green and blue stains are not UV stable?

They can be. To protect the stain from UV light use a Solvent Based Sealer for the finish. Like BrandBold UltraSeal5000
