As it is a true metal blade, I can only think it of course can be sharpened.

No there is no place to attach this to a belt .

I keep reading it’s a prop. Would this be safe for my 10 year old to play with?

This is not suitable as a toy for a 10 year old unless you take the trouble to file down the tip so it's rounded. It could seriously damage or destroy an eye or other sensitive body parts. The blade itself is fairly dull and would probably not cut skin readily. File it down as well and your 10 year old will probably like it very much. It's quite beautiful and shows good manufacturing quality.
