I need a boost charger for a 145ah agm second battery on a vehicle with a long cable run. Would this work or will current regulation allow overcharge?

This is a constant voltage & constant current converter.  Which means it will supply the regulated current value until the constant voltage is reached. Thus if the voltage is set properly it will not overcharge an AGM battery. Just be aware that the battery will likely have to be isolated in some manner while charging or you will create a feedback situation where the converter runs & runs but never gets any charge to the battery.  For a 145AH battery heed the note to provide additional cooling (a fan) when operating over 100W.

can i use this to raise a 12v 20ah battery, charged with a solar panel, to 48v to charge a 48v LiPo battery on a electric 48v bike riding and parked?"

48V Batteries are often 13S battery packs and reach a voltage of 54.6 V = 13x 4.2 V fully charged. Check this first on the fully charged battery and the spec sheet that comes with the battery. If you use a 48V Converter Car Power Module and the output voltage of this module is indeed 48V, you will not be able to charge the e-bike battery or power the motor if you have a 13S battery pack until the e-bike battery voltage drops below 48V. You will likely need to ride a few miles before the the charger would kick in and you would never be able to charge the LiPo Battery above 48 V if the bike is parked.

i understand the fuse onboard is 20 amps but what type is it?

If you don’t know shut up!  I purchased mini fuses and I can say with experience it does not take a mini 20 amp

if the input voltage is 40 volts can i make the output voltage 12 volts ? step down?

You need a steep down for do this! not steep up.
