I can't fit the hose on the pump. does it go on inside or outside of pump inlet? if i put it inside, it falls right out. i can not imagine how to fit.

I didn't have a problem with it. Don't remember.

Does this have a battery operated pump, or does it need a nearby electrical outlet?

It is a normal aquarium type pump. Needs an electrical outlet.

Sometimes the water pump doesn’t work! Why?

It may get clogged. In plug from electricity. Use an old toothbrush and wipe filter area. It should "kick in" right back on. I've had mine outside in a Koi pond for several months and it works great. Only cleaned it once from slow trickle of water / leaf debris.

Can you shorten the tall spicket?

Because of the lovely pot that I’ve used previously there was a lot of adjustments to the spicket. I thought it similar to my previous one but I did manually adjust two things. Firstly I cut down the plastic hose .....bit by bit so the pump and the hose fitted comfortably in the bottom of my pot. This was all in relationship to the height I needed for the top of the fountain. Secondly I cut about an inch of the actual spout as it was to long for the flow of water. I copied the same angle. Finally I adjusted the water flow on the pump so it added the desired flow to hit the water appropriately. More work than I expected but I did it as I love the pot. All this worked believe it or not but once I started chopping bits and pieces I knew I was obligated with no “ return and refund “ If it gives me a couple of years I’ll be happy but would research a different unit next time??? Don’t forget there’s a little bamboo peg at the back of the spicket to adjust the height. Hope this all helps.
