Looks exactly like the model I have in my shop which I purchased last fall (2014). Great product !!

With no zero clearance and/or stock support is there an issue with tear out?

There is tear out. But this jig does have stock support which helps keep you piece supported. If you go beyond your table you need to make a support leg to hold up the jig especially for larger circles

Would i be able to cut between 18 and 30 inch rounds on a 9 inch band saw?

The answer is yes, all the area to be cut is to the right of the bandsaw blade. On a 30 inch circle, the center of the circle would be 15 inches to the right of the blade. To the left of the blade is where the 9 inches comes in and nothing to worry about when cutting circles.
