What is the difference between xl cut vs xxl cut?

The basic answer is the size of each tooth. Long answer is the size of the tooth AND the spacing between the teeth and the number of teeth per area (squared). A 1 inch square with 1/4" teeth will have 16 teeth, they will cut a larger chunck compared to the same area with 1/16 size teeth. Having said that, the spacing between each tooth and the height of each tooth determine the depth and size of each chunk of material. There are additional parameters also, but these are the basics. The larger tooth, lower number of teeth, taller tooth will cut more material than a small, less number of and shorter tooth.

Does the xxl head fit the dremel 4000 tool?

Dear Sir or Ms. Our 1/4 inch shank burrs do not fit dremel4000 which has 1/8 inch collect and nut set.

Where are they made.??

I am not sure, I have not looked. I have used a couple and am happy so far.
