Q: Will this work on cable dia of 0.296

The PT-2 works for cables 3/16, 7/32, and 1/4 inch in diameter. There are different gauges made for different size cables. See PT-3 and PT-1 to find the size you need for your cables.

Q: what thw determining factors in deciding what is the right loos gauge ? is it just a matter of measuring the diameter of the shrouds ?

For larger cable sizes the Pro gauges are selected by cable diameter. For smaller cables you could go with their economy gauges or the larger and more durable Pro gauges. I wanted a durable gauge to keep and use on the boat so I bought the Pro PT-3. I use it several times a year. Make sure you use the right chart for the ambient temperature when you adjust the tension on your stays and shrouds.

Q: Is this unit able to be used on an 1/8" cable railing system ? and then also use it for our O'Day Widgeon rigging ?

Yes it can be used for 1/8 wire. I dont have an answer about widgeon rigging though.

Q: Can this be used to measure nylon/polypropylene rope tension?

Good question. It is primarily used for stainless cable tension on small sailboats. The stainless does not stretch like nylon/poly rope will. I would doubt its accuracy with nylon or poly. If you are comparing two lengths of rope to make them the same, yes, I think it will work
