How close can the top of the TV be to the bottom of the motor?

Hello! Thank you for your interest! When the mounting plate is in the highest position, the highest vesa hole will be 13" below the motor. So, you will need to measure the distance from the top VESA hole to the top of the TV and subtract that from 13". That will be the closest it can be to the motor. Thank you!

Can you swivel the tv right to left?

No, unfortunately you can’t swivel it. But I’m pretty sure it’s due to the potential damage it would cause if the TV was turned and someone hit the up button causing it to crash into the ceiling. Which makes sense.
