does anyone think there is a way to just Replace the oils?

No, they are disposable. Once they are snapped in place the oil is released.

If clipped on vertical vents, would the oil leak out out since it would be sideways?

I have not had that issue with this item.

Does this only work with heat running?

It works when the ac is on at best. Still works even when it is not on

Are these difficult to take off and do they do any damage to the event when taking them off?

No, these are not. It is very easy to take off and no damage leaves when taking off.
