Can i use this one to color winnie the pooh? if not, what color can i use?

Definitely you picked the right color. Just make sure you take the color by a toothpick and wipe the color on the toothpick on your sugar dough/whipped cream. Mix it well and add more if needed. Enjoy making Winnie the Pooh.

Is this a water based coloring

I did some research and found that Wilton makes both oil-based and water-based colorings. Without contacting Wilton directly, I would be guessing if I said one way or the other. I added an entire container of black coloring to a tub of white frosting recently and it did not change the consistency (or flavor) at all.
