What kind of metal are the ratchets and springs made of?

Heavy-duty steel is used for the ratchets and springs. And the hooks, which are S-hooks with a black powder coating. The straps use heavy-duty polyester webbing, which offers durability, strength, and security. Under heavy loads, polyester webbing hardly stretches at all, and water just rolls off of it.

Is this for wheel chair vans?

If you have the the proper equipment to hook it onto we don't see why you couldn't use it for a wheelchair van. This would be a great application since it is retractable.
