Yes you should use a neutralizing shampoo because this is a harsh or strong product. Plus, please use a heavy conditioner and leave-in hair after the relaxer for 30 minutes. But I must recommend Optima Relaxer as a better product.

Can this be used on Caucasian chemically damaged bleached coarse hair?

I would, nt use this on damaged hair. It will make it worse.

Can it make curly hair straight?

Yes. But you must not leave in hair over 15 min for soft curls.. But heavy thick curls leave as directed. Please use a enriched hair conditioner following with a plastic cap or shower cap for an half hour... Be careful because the none base perm relaxer can strip your natural proteins from your hair making it split ends and breakage.
