The attaching hooks are plastic, but the adjusting clips (or buckles) are they typical metal suspender adjusters.

can these be machined wash?

Yeah, the buckles are plastic. I don't see where there would be problem. But I think that having this wrapped around your agitator wouldn't be good. If you don't have an agitator in you laundry machine, your probably ok.
