**Q: Can l put this on concrete and then lay vinyl tiles on top of it**
A: I am not sure if I understand what do you mean... Are you thinking to use it as underlay, for a patio? 
This is very light material my guess is you would need to secure it in place if you do not want the whole "thing" moving.
It's commonly used as floor protection, although I use it as a blackout blind for my bedroom and also for some crazy DIY around the house like drawers organizers.
But if you are thinking of a sort of tiled vinyl "carpet" to be able to move it around it is a possibility because won't be very very heavy.
It is not expensive I'd give it a try. 
When I have an idea outside of the box I always know is trial and error and if something doesn't work as I intended there is always room for improvement.
You got me there... Now I can't stop thinking about the possibilities of your idea.

**Q: Does it have (as pictured) text or logos printed on both sides? Is it possible to order plain white material without any print?**
A: only our fire rated sheets have a LPS LOGO on one side only , we can supply plain sheets with no writing or logos , but we currently only have white sheets in stock at the moment
