Does the surface need to be cleaned before painting once the loose bits of rust has been taken off? What type of fluid can be used to clean it with?

No just rub down the item remove as much rust as possible and just apply the paint

Can you use a spray gun to apply the paint

This paint is not suitable for spraying.

Hi, Hammerite Ultima is waterproof, is this hammerite smooth paint waterproof please?

Yes, it's designed for outside. Whether it lasts as well as the Ultima, I don't know. It lasts for 3 years plus on my gates before looking a bit scruffy. Quick wire-brush and another coat does the job.

Hammerite produces a red oxide primer. when would you use a primer and when just use the direct to rust paint? is there need for the primer at all?

I painted the metal ends of a wooden bench. Made sure I took most of the rust off with a wire brush. Gave them 2 thin coats (don't over load the brush)of paint literally from the tip of the brush. And ta dah! They look brilliant 
