I believe China. I got some of these colors from wish. I really loved this lip gloss, I wear it over long lasting lipstick and when you blend in with smooching your lips, it stays an extra long time!

Would these be good lipstick toppers or would it just make your under liquid lip shiny?

Depends on type & texture of lipstick. Matte lipstick, most definitely. However, I recommend testing it out on other lipstick, if you have already purchased this lipgloss or you plan to purchase. Oh and as far as lipgloss toppers go, I rate this on a scale from 1 to 10... (1). This gloss is better for preteens and up.

Does this lip gloss have staying power? Does it rub off easily?

I really like it, but it's about like others as far as "staying power." Very ice colors though.
