is there an option for a steady light (non-blinking light up mode?)

No. It has 4 different ways of flashing but not a still light.

How do I turn this all the way off when not in use? I does all kinds of blinky things, but I can't turn off the red light at the base or in the star.

Every time you click the button, it changes functions. To turn it off, you have to click through all the functions till you reach the off function.
