Hi what is better this ariel laundry detergent or foca laundry detergent? I appreciate the help thanks!

I prefer Ariel over Foca, which I tried a for a few loads when they were out of Ariel.  I wasn't impressed but I suggest you try a small bag of both, see which one you like better.  The small bags are quite inexpensive.  For that matter, so are the large lol

I don't see mentionnof HE.  Where is this located on the packaging?

This is regular detergent not HE. An HE Detergent produces smaller amount of suds for cleaning (High Efficiency = HE)  This is a concentrated powder detergent, using less to achieve optimal cleaning. This is the best powder detergent that can be used with all types of washing machines. Once you try this - you will never purchase a liquid (mostly water based) or other brand of powder. The price cannot be beat  compared to other Brands that are expensive.

It doesn't come with a cup so I am not sure what size of a cup to use to measure the recommended amount??? Please help.

You could use a plastic cup and measure  a 1/4,  1/2, 1 cup and then fill that cup to the desired detergent based on a medium, large, ir heavy duty load.

The bag doesn't have the dosage recommendation. how much powder should be used per load in a he washer? thanks.

Simple, I just add the powder detergent on the bottom of the washer, place the clothes o the washer and add the power detergent on top. The quantity is ba see d on how dirty it is. Don’t be afraid on it just be comfortable with it. The more dirt or smelly clothes the more detergent you use. I have pets, therefore I let the laundry soak for half hour before the wash to remove pets’ odors.
