Yes you can complete the bracelets with these charms :)

Are they waterproof or will they tarnish?

Great question. The links are stainless steel so they will not tarnish. That said, we recommend as with all jewelry that you remove it if you are going to be getting wet (swimming, showering, etc.)

are there any rugrats charms?

The set is assorted - but I don't believe there are any rugrats charms in the ones we pull from.
