Q: Is this a dynamic or static rope?

In PPE category, it belongs to accessory cord.Dynamic and static, they are words of definition for life support cord, describing elongation and elasticity of rope.Never use it as life support cord, like when you use it for climbing, rappelling, belaying, arborist. Q: I bought 2 packs, mainly for prusik's but if i had to could i use this line to rappel?

I've used it for that purpose, doubled up and both going through atc channels. Single it's not really enough friction unless super muntered or via a massive rescue 8. I wouldn't pick this for rappelling but it's standard issue for my mountain rescue team as our personal gear. For real loads we use real rope but because I always have this I've gotten creative with it once or twice (no patients hang on this, ever).

Q: is this safe to use and leave outside on a tire swing?

You will notice that cities and public facilities do not use rope for swings. That says it all. Do not do it with this small rope. The rope is not the issue, it is the use. This is excellent rope. Rope left outside deteriorates much faster than rope that is not. This is small rope to begin with, that makes it even more treacherous to use - Especially for a tire swing where kids will push the limits to see how high they can go!

Q: I need shorter ropes. Is it easy to cut the rope in half?

Yes definitely. There are good instructional YouTube videos but the basic concept is that you should use athletic tape to tightly wrap the 1” area you plan to cut through while providing tension on the rope. Then take a sharp knife and cut through the middle of the tape. Then before you remove the tape make sure to melt the cut ends with a lighter to ensure the rope will not fray.
