Whats the ppm at 19 degree Celsius? or 18.6? The box only states the ppm of the solution at 25C which is is 342 ppm

I doubt the actual PPM is much different between 19C and 25C. TDS/EC meters are typically sensitive to temperature and some include a temperature sensor for automatic correction. Others that don't automatically compensate for temperature and may need a "look-up" to correct during the calibration. In either case, the reference solution concentration probably doesn't change much as a function of temperature. Good luck with your TDS calibration!

Can you mix this with 1000 solution to get 680ish ppm mix?

All you need to do to create a 680 ppm test solution is add .068 grams of table salt to 100ml of distilled or RODI water and dissolve and viola you have a 680 ppm test solution.

What screwdriver is used to calibrate this meter? The little ones I've used don't turn anything.

Usually there is a small area on the back of the meter that takes a tiny Phillips head screwdriver. You would put the meter in the solution and then use the screwdriver to make sure it's reading 342.
