why does it say its unsuitable for charging 12v battteres?

The device output is 12 volt exactly. Normally the 12 volt battery charger needs higher voltage 14.5 volt to charge battery. However, it is still charging battery to 12 volt. The full charge battery should be 12.75 volt.
