Has anyone started having problems with this transfering and creating smudges under the eyes during the day? I've used this for more than 20 years.

I have noticed the same thing. I have used this product for over 50 years. I have noticed lately that if I’m outside working and sweating, it will smudge under my eyes or if it rains and I get hit in the face with a raindrop or water, it will smudge.

Is this water proof? is it okay to wear on rain?

does this flake onto face, i.e., under bottom lashes?

I have been using this for years.... I love it. It does not flake. It can smudge a little under my eyes especially in extreme heat if you are sweating a little. I have tried other brands. I refuse to change because the results are not the same. I love it!
